Palau har været koloniseret af Japan 1914-1944, Spanien 1542?-1899, Tyskland 1899-1914 og USA 1944-1981. I 1922 blev Palau, efter en aftale mellem Japan og USA en del af det japanske mandatområde under Folkeforbundet, hvilket landet var til og med anden verdenskrig. De japansk bemyndigede øer eller det sydlige Stillehav mandatet bestod af dele af Palau, Nordmarianerne, Mikronesiens forenede stater, og Marshalløerne.
