GI RESISTANCE: CO Sentenced to 7 Months
USA/Germany: U.S. Conscientious objector sentenced to seven months
in prison

Blake Lemoine, a U.S. conscientious objector, was sentenced
by the Darmstadt military court of the US Armed Forces in Germany
to seven months in prison on 28 March 2005. Blake Lemoine tried to
be discharged from the US military earlier this year, as he is
opposed to the US occupation of Iraq based on his religious
beliefs. He applied for conscientious objector status, but his
application was never decided. Instead, he was charged with
disobeying orders on 4 March 2005. Blake Lemoine started a
hunger strike in protest against the US Army's refusal to discharge
him from the military. He also stopped carrying out any order, and
was therefore charged with disobeying orders. The Darmstadt court
of the US Army sentenced him to seven months imprisonment, and
ordered that he be discharged on a "other than honourable"
discharge after serving his prison term.
War Resisters' International demands the immediate release
of Blake Lemoine, and his recognition as conscientious
objector.

CONTRACTS from the United States
Department of Defense
Duratek Services Inc., Oak Ridge, Tenn., is being awarded a
$5,190,556 indefinite-delivery/requirements, firm-fixed-price and
unpriced provisions contract for processing, recycling and disposal
services by various methods in support of the Naval Nuclear
Propulsion Program. This contract includes four one-year options,
which if exercised, will bring the total estimated value of the
contract to $27,983,818. Work will be performed in Oak Ridge,
Tenn., and work is expected to be completed by March 2006. Contract
funds will not expire at the end of the current fiscal year. This
contract was not competitively procured. This requirement was
issued on a sole source basis. The Fleet and Industrial Supply
Center, Norfolk, Naval Shipyard Maritime Industrial Branch is the
contracting activity (N00181-05-D-0001).
McDonnell Douglas Corp., A Wholly Owned Subsidiary of the Boeing
Co., Huntington Beach, Calif., is being awarded a contract
modification to provide for an Unpriced Change Order against
another Transaction Agreement for Pre/Post Mission Engineering and
Critical Components under the Assured Access to Space Program. This
will allow McDonnell Douglas to perform supply chain management and
technological improvement tasks to minimize risk of launch failure.
Total funds have been obligated. This work will be complete Sept
2005. The Space and Missile Systems Center, Los Angeles Air Force
Base, Los Angeles, Calif., is the contracting activity
(F04701-98-9-0005, 0064).
McDonnell Douglas Corp., Saint Louis, Mo., is being awarded a
$609,270,308 firm fixed price contract to provide for 30,072 Joint
Direct Attack Munition (JDAM) Guided Vehicles. The JDAM is a
strap-on kit with Inertial Navigation System/Global Positioning
System capability that provides for existing 500, 1000 and
2000-pound bombs. The locations of performance are McDonnell
Douglas Corp., Saint Louis, Mo. (75 percent), and Honeywell
Incorporated, Minneapolis, Minn. (25 percent). Total funds have
been obligated. This work will be complete by February 2007.
Solicitation began October 2004 and negotiations were completed
March 2005. The Headquarters Air-To-Ground Munitions Systems Wing,
Eglin Air Force Base, Fla., is the contracting activity
(FA8681-05-C-0033).
Boeing Wichita Development and Modification Center, Wichita, Kan.,
is being awarded a $216,700,000 cost plus fixed fee contract to
provide for Combat Network Communications Technology System Design
and Development in support of the B-52 H Aircraft to enhance
in-theater combat communications. At this time, $6,200,000 of the
funds have been obligated. This work will be complete by January
2010. Solicitation began August 2004 and negotiations were
completed March 2005. The Headquarters Oklahoma City Air Logistics
Center, Tinker Air Force Base, Okla., is the contracting activity
(FA8107-05-C-0001).
General Atomics-Aeronautical Systems, San Diego, Calif., is being
awarded a $68,205,573 cost plus incentive fee contract to provide
for the System Development and Demonstration (SDD) of the MQ-9
Hunter-Killer Aircraft. The MQ-9 is the next generation of the
Predator aircraft. The effort will enhance the Aircraft's weapons
carrying and targeting capability. The effort includes options for
the retrofit of four aircraft to the SDD configuration, along with
communications and ground and flight test facility upgrades. At
this time, $15,610,000 of the funds have been obligated. The
Headquarters Aeronautical Systems Center, Wright-Patterson Air
Force Base, Ohio, is the contracting activity (F33657-02-G-4035,
Order 23).
Rockwell Collins Government Systems, Cedar Rapids, Iowa, is being
awarded a not-to-exceed $61,431,081 fixed-priced,
indefinite-delivery/indefinite-quantity contract for three trial
High Frequency (HF) Radio and Link 11 AN/ULQ-130 Tactical Digital
Data Link kits and 127 production HF Radio and Tactical Digital
Data Link kits in support of the Navy P-3 Critical Obsolescence
Program, including non-recurring engineering. Work will be
performed in Cedar Rapids, Iowa (90 percent) and Patuxent River,
Md. (10 percent), and is expected to be completed in March 2011.
Contract funds will not expire at the end of the current fiscal
year. This contract was not competitively procured. The Naval Air
Systems Command, Patuxent River, Md., is the contracting activity
(N00421-05-D-0008).
BAE Systems Applied Technologies Inc., Rockville, Md., is being
awarded a $58,668,901 indefinite-delivery/indefinite-quantity,
combination cost plus fixed fee/firm fixed price, performance based
contract to provide engineering development, design, procurement,
fabrication, configuration, installation, integration, logistics,
maintenance, and life cycle support services for Security,
Automation and Law Enforcement Technology Support Systems to Space
and Naval Warfare Systems Center Charleston, S.C. The contract
includes four 1-year options, which if exercised, would bring the
cumulative value of the contract to $314,881,823. Work will be
performed in government facilities worldwide, and is expected to be
completed by March 2006. Contract funds in the amount of $50,000
will expire at the end of the current fiscal year. The contract was
competitively procured under full and open competition and four
offers received via the SPAWAR Systems Center E-commerce website.
The Space and Naval Warfare Systems Center, Charleston, S.C. is the
contracting activity (N65236-05-D-7861).
Raytheon Systems Co., McKinney, Texas, is being awarded a
$25,942,745 firm fixed price modification under previously awarded
Basic Ordering Agreement (N00164-00-G-0007) for Multi-spectral
Targeting Systems (MTS) "A" configuration, including 22 Turret
Units and associated line items in support of the Predator Unmanned
Aerial Vehicle program. The MTS is a forward-looking infrared
system for the Predator Unmanned Aerial Vehicle. The MTS provides
real-time imagery selectable between infrared and day TV, as well
as a laser-designation capability. Work will be performed in
McKinney, Texas, and is expected to be completed by June 2007.
Contract funds in the amount of $23,766,307, will expire at the end
of the current fiscal year. The Naval Surface Warfare Center, Crane
Division, Crane, Ind., is the contracting activity.

Albuquerque Tribune: Lockheed to bid on Los Alamos

Lockheed Martin will compete to be the next manager of Los Alamos
National Laboratory.
The company, which had previously said it would not bid to run the
nuclear weapons lab in northern New Mexico, announced Tuesday that
changes to the lab's contract make it a better business
proposition.
"Lockheed Martin is fully committed to doing this," spokesman Don
Carson said Tuesday. Employees are preparing a bid to submit to the
Department of Energy in the next few months, he said.
The University of California has held the contract to operate the
lab since it was established in 1943. But a series of security,
safety and financial problems in recent years led the DOE to put
the management contract up for bid in 2003....
UC's contract to run Los Alamos expires in September.
Lockheed Martin already operates Sandia National Laboratories in
Albuquerque. In December the company was awarded a one-year
contract extension to manage Sandia because of its outstanding
performance. That contract expires in September 2009.
