DOE Certifies Rocky Flats Cleanup "Complete"

Golden, CO – Deputy Secretary of Energy Clay Sell announced
today that the environmental cleanup of the former Rocky Flats site
has been certified complete by the U.S. Department of Energy.
Certification marks the final step in the DOE’s successful
effort to clean up and eventually turn over the former weapons
production site for use as a National Wildlife Refuge.
“With today’s announcement, the cleanup chapter of
Rocky Flats’ history is closed, while another equally
important chapter is just being opened,” said Deputy
Secretary Sell. “This successful cleanup represents a triumph
of determination and spirit of cooperation that stands as an
example for the other similar projects around the
country.”
Between 1951 and 1989, Rocky Flats produced the trigger mechanism
for nearly every nuclear weapon built in the United States.
Following curtailment of operations in 1989, the Department of
Energy began the work of cleaning up significant amounts of
radioactive waste, materials and contamination that remained at the
site.
In the early 1990’s, cleanup was projected to cost more than
$37 billion and was expected to take at least 70 years. With
today’s announcement, cleanup has been completed 56 years
ahead of schedule at a cost of approximately $7 billion, saving
American taxpayers approximately $29 billion.
During the ceremony held at the Department of Energy’s
National Renewable Energy Laboratory in Golden, CO, Deputy
Secretary Sell and Senator Wayne Allard (R-CO) unveiled a plaque
which will be mounted on a boulder and permanently displayed at the
former weapons site. The plaque reads:
“Dedicated to the Rocky Flats workers and community in
commemoration of the cleanup and closure of the Rocky Flats site
and for the critical contributions made to America’s national
and environmental security.”
Over the next year, the Energy Department will finalize regulatory
requirements and prepare to transfer approximately 5,200 acres of
the site to the Department of the Interior to be managed as a
national wildlife refuge. Approximately 1,000 acres in the center
of the site will be retained by DOE for long-term surveillance and
maintenance.

CONTRACTS from the United States Department of Defense
Boeing Co., Wichita, Kan., was awarded on 8 December 2005, a
$1,000,000,000 indefinite delivery/indefinite quantity contract fee
to provide for Product Support Integrator (PSI) through a sole
source, performance based effort. The PSI will be responsible for
all logistics, maintenance, modernization, and engineering
activities to ensure a coordinated and synergistic sustainment and
modification, and engineering activities to ensure a coordinated
and synergistic E-4 efforts currently procured on separate
contracts are being combined into one contract. This includes the
current Contractor Logistics Support (CLS) effort, Engineering
Support Services (ESS), Message Processing System (MPS) maintenance
and software support modification block one-production
installations. The period of performance for this acquisition will
be a five-year basic period one, five-year option period using an
indefinite delivery/indefinite quantity (ID/IQ) contract type. The
Air Force can issue delivery orders totaling up to the maximum
amount indicated above, although actual requirements may be less
than the amount above. At this time no funds are obligated. This
work will be complete by November 2010. Solicitation began August
2005, and negotiations were complete December 2005. Public Affairs

MISSILE DEFENSE AGENCY
Lockheed Martin Maritime Systems & Sensors, Akron, Ohio is
being awarded a cost reimbursable contract to build and demonstrate
the technical feasibility and military utility of the High Altitude
Airship. Under this contract, Lockheed Martin will develop an
unmanned and untethered prototype airship with the requirement of
remaining on station for one continuous month at a nominal cruise
altitude. This prototype vehicle will also have a minimum payload
capacity of 500 pounds with 3 kW of power. The total contract
effort is estimated at $149,220,102. The principal place of
performance will be at Lockheed Martin in Akron, Ohio and
completion is expected by November 2010. The Missile Defense Agency
is the contracting activity for contract HQ0006-06-C-0001
NAVY
Maersk Line, Limited, Norfolk, Va., is being awarded a $12,833,018
firm-fixed-price, plus reimbursables contract for the time charter
of M/V LTC John U.D. Page to preposition combat cargo and equipment
worldwide. The contract includes four one-year options, which if
exercised, would bring the total award amount to $65,588,156. Total
reimbursables are estimated to be $9,000,000. The vessel is
anticipated to be primarily located at Diego Garcia in the Indian
Ocean. Work is expected to be completed by January 2011. Contract
funds will expire at the end of the current fiscal year. This
contract was competitively procured with more than 50 proposals
solicited and one offer received. The U.S. Navy's Military Sealift
Command, Washington, D.C., is the contracting activity
(N00033-06-C-3305).
