Report Says Energy Dept. Collects Information on Some
Americans

The inspector general of the Energy Department says that the agency
routinely disseminates "intelligence information" on United States
citizens and hired a Government contractor to take photographs of
protesters at a nuclear testing site in Nevada.
In a report issued this week, the inspector general, John C.
Layton, said the department "routinely retains and disseminates"
intelligence information on United States citizens without getting
approval from the Attorney General. Federal agencies are supposed
to get such approval before collecting intelligence on United
States citizens or groups composed mainly of American citizens
