United Nations Conference on the Arms Trade Treaty
From 2-27 July, all countries of the world will come together in New York to negotiate what is seen as the most important initiative ever regarding conventional arms regulation within the United Nations. A robust arms trade treaty can make a difference for millions of people confronted with insecurity, deprivation and fear.
In all parts of the world, the ready availability of weapons and ammunition has led to human suffering, political repression, crime and terror among civilian populations. Irresponsible transfers of conventional weapons can destabilize security in a region, enable the violation of SecurityCouncil armsembargoes and contribute to human rights abuses. Importantly, investment is discouraged and development disrupted in countries experiencing conflict and high levels of violence, which also affect their ability to attain the Millennium Development Goals.

Selected Contract Announcements for U.S. Department of Defense
U.S. Transportation Command
Maersk Line, Ltd., Norfolk, Va., is being awarded a $2,100,000,000 indefinite-delivery/indefinite-quantity fixed-price contract for international ocean and intermodal distribution services. Work will be performed worldwide as specified on each individual order, and is expected to be completed Aug. 31, 2013. Contract funds will expire at the end of the current fiscal year. There were 22 proposals received. U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Ill., is the contracting activity (HTC711-12-D-W013).
American President Lines, Ltd., Inc., Washington, D.C., is being awarded a $1,700,000,000 indefinite-delivery/indefinite-quantity fixed-price contract for international ocean and intermodal distribution services. Work will be performed worldwide as specified on each individual order, and is expected to be completed Aug. 31, 2013. Contract funds will expire at the end of the current fiscal year. NAVY
The Boeing Co., St. Louis, Mo., was awarded June 29 a $145,090,000 firm-fixed-price contract for the procurement of 34 harpoon missile bodies; two encapsulated harpoon certification training vehicles; 41 tactical air launch all up rounds (AURs) for the governments of Saudi Arabia (20) and India (21); eight exercise AURs for the governments of Saudi Arabia (5) and India (3); four captive air training missiles (CATMs) for the government of India; three spare guidance control units for the governments of Saudi Arabia (1) and India (2); two SLAM-ER CATMs for the government of Korea; 68 shipping containers for the governments of Taiwan (36), Saudi Arabia (15), India (15), and Korea (2); and associated harpoon hardware for the U.S. Navy and the governments of Australia, Korea, Japan, Canada, Chile, Pakistan, Turkey, and the United Arab Emirates. Work will be performed in St. Charles, Mo. (34.6 percent); St. Louis, Mo. (20 percent); McKinney, Texas (8.9 percent); Toledo, Ohio (5.5 percent); Lititz, Pa. (2.4 percent); Elkton, Md. (2.2 percent); and various locations in (13.8 percent) and outside the continental U.S. (12.6 percent). Work is expected to be completed in December 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0103).
Methuen Construction Corp., Inc., Salem, N.H., was awarded June 29 a $19,499,782 firm-fixed-price contract for energy conservation and structural repairs to submarine enclosures at Portsmouth Naval Shipyard. The work to be performed provides for repair and modernization of the removable submarine covers, which are mission critical air conditioned structures that enclose submarines during maintenance and refueling/defueling availabilities in Dry Dock Two. Energy savings will be gained through repair of the 14 inoperable existing rooftop air conditioning units that currently prevent energy recovery of conditioned air, thereby heating and cooling spaces with 100-percent make-up air. Further savings will be gained by cladding submarine enclosure units with additional metal insulated panels, and refurbishing existing insulation and weatherization throughout. Work will be performed in Kittery, Maine, and is expected to be completed by May 2016. Contract funds in the amount of $19,499,782 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received. The Naval Facilities Engineering Command, Mid-Atlantic Northeast Integrated Product Team, Norfolk, Va., is the contracting activity (N40085-12-C-1728).
AIR FORCE
Boeing Satellite Systems, Inc., El Segundo, Calif., is being awarded an $110,900,000 firm-fixed-price modification contract of the Wideband Global SATCOM 7-10 to upgrade the digital channelizer on satellite vehicles, numbers eight and nine. The location of the performance is El Segundo, Calif. Work is to be completed by June 30, 2017. SMC/PKJW, Los Angeles Air Force Base, Calif., is the contracting activity (FA8808-10-C-0001, P00028). ARMY
AAI Corp., Hunt Valley, Md., was awarded an $84,199,781 cost-plus-fixed-fee contract. The award will provide for the services in support of the Shadow 200 unmanned aircraft system. Work will be performed in Hunt Valley, Md., with an estimated completion date of June 15, 2013. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-12-C-0071). Navarro Research and Engineering, Oak Ridge, Colo., was awarded a $68,507,054 cost-plus-incentive-fee contract. The award will provide for the operational and maintenance services at Rocky Mountain Arsenal. Work will be performed in Commerce City, Colo., with an estimated completion date of Aug. 30, 2021. The bid was solicited through the Internet, with five bids received. U.S. Army Contracting Command, Commerce City, Colo., is the contracting activity (W9125F-12-D-0001).
Universal Construction Co., Inc., Nashville, Tenn., was awarded a $51,330,000 firm-fixed-price contract. The award will provide for the construction of Von Braun Complex, Phase IV, at Redstone Arsenal, Ala. Work will be performed in Redstone Arsenal, Ala., with an estimated completion date of July 2, 2014. Three bids were solicited, with three bids received. U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-12-C-0017).
General Atomics Aeronautical Systems, Inc., Poway, Calif., was awarded an $8,600,982 cost-plus-fixed-fee contract. The award will provide for the modification of an existing contract to support the MQ-1C Gray Eagle unmanned aircraft system. Work will be performed in Poway, Calif., with an estimated completion date of Sept. 30, 2013. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-09-C-0136).
