"But Weyler's most controversial step was the order concentrating the whole population of towns or villages in 'military areas', in specific and well defended outposts, to be served by special zones of cultivation. Since the greater part of Cuba in early 1896 was 'a military area' the whole island would become little more than an immence concentration camp."
