DoD Identifies Marine Casualty
The Department of Defense announced today the death of a Marine who was supporting Operation Iraqi Freedom.
Pfc. Colin J. Wolfe, 18, of Manassas, Va., died Aug. 30 while conducting combat operations in Al Anbar province, Iraq. He was assigned to 3rd Battalion, 2nd Marine Regiment, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, N.C.

New State Department Releases on the "Future of Iraq" Project
New Documents Provide Details on Budgets, Interagency Coordination and Working Group Progress
Posting Includes State's 13-Volume Study Previously Released Under FOIA
Washington, DC, 1 September 2006 - The National Security Archive is today posting State Department documents from 2002 tracing the inception of the "Future of Iraq Project," alongside the final, mammoth 13-volume study, previously obtained under the Freedom of Information Act. "The Future of Iraq Project" was one of the most comprehensive U.S. government planning efforts for raising that country out of the ashes of combat and establishing a functioning democracy. The "Future of Iraq" study, released earlier this year to the National Security Archive and other requesters under the FOIA, remains the single most important documentary record for understanding U.S. reconstruction planning.
The new materials complement previous postings on the Archive's site relating to the United States' complex relationship with Iraq during the years leading up to the 2003 invasion. The documents posted today were culled from 124 documents released in full and 77 with excisions from State's Bureau of Near Eastern Affairs. These materials provide a behind-the-scenes look at the formation of 17 working groups consisting of "free" Iraqis and experts, 14 of which met throughout 2002 and early 2003 to plan for a post-Saddam Hussein Iraq.

HUMAN RIGHTS COUNCIL APPOINTS EXPERTS TO HIGH-LEVEL COMMISSION OF INQUIRY INTO SITUATION IN LEBANON
The President of the Human Rights Council, Ambassador Luis Alfonso de Alba, today announced the appointment Clemente Baena Soares (Brazil), Mohamed Chande Othman (Tanzania), and Stelios Perrakis (Greece) as members of the High-Level Commission of Inquiry into the situation in Lebanon.
The High-Level Commission of Inquiry, established pursuant to Human Rights Council Resolution S-2/Res/1 during the special session of the Council held on 11 August 2006, should, among other things: investigate the systematic targeting and killings of civilians by Israel; examine the types of weapons used by Israel and their conformity with international law; and assess the extent and deadly impact of Israeli attacks on human life, property, critical infrastructure and environment.
Mr. Baena Soares, former Secretary General of the Organization of American States (1984-1994) and General Secretary of the Ministry of External Relations of Brazil, is a Member of the UN International Law Commission.
Mr. Chande Othman is a judge on the Supreme Court of Tanzania. He was the former Chief Prosecutor for Timor Leste (UNTAET, 2000-2002) and Chief of Prosecutions at the International Criminal Tribunal for Rwanda from 1998-2000.
Mr. Perrakis is a Professor of International and European Institutions, President of the Department of International and European Studies of Panteion University, Director of the European Centre for Research and Training on Human Rights and Humanitarian Action, Member of the European Commission against Racism and Intolerance (E.C.R.I.) of the Council of Europe, Member of the International Humanitarian Fact-Finding Commission and Member of the National Commission for Human Rights of Greece.

CONTRACTS from the United States Department of Defense
Northrop Grumman Space & Mission Systems Corp., Fairfax, Va., is being awarded a $218,759,069 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for technical services in support of the U.S. Joint Forces Command, Joint Warfighting Center. This contract includes a base period of two years, plus two additional two-year options, which if exercised, bring the total estimated value of the contract to $686,108,614. Work will be performed in Suffolk, Va. (95 percent), and various government sites (5 percent), and work is expected to be completed by August 2008. Contract funds in the amount of $13,000,000 will expire before the end of the current fiscal year. This contract was competitively procured through Navy Electronic Commerce Online, with two offers received. The Fleet and Industrial Supply Center, Norfolk, Contracting Department Philadelphia Division is the contracting activity (N00140-06-D-0060).
Today the Air Force is awarding a $1,900,000,000 indefinite delivery/indefinite quantity contract to the following contractors: Aerospace Engineering Spectrum, Ltd., South Ogden, Utah ; Anteon Corporation, Fairfax, Va.; CACI Technologies, Inc., Chantilly, Va.; Lockheed Martin Integrated Systems, Bethesda, Md.; MTC Technologies, Dayton, Ohio; Science Applications International Services, San Diego, Calif.; TCS Design and Management Services, Warner Robins, Ga.; DRS Technical and Management Service, Beltsville, Md.; TYBRIN Corporation, Fort Walton, Beach, Fla.; The University of Dayton Research Institute, Dayton, Ohio. This action provides for Engineering and technical services in support of the Design and Engineering Support Program II to support all AFMC weapon systems, subsystems, and related processes. The Design and Engineering Support Program II contract will address technical areas such as laboratory services, technical documentation, courseware development, systems design, engineering, development, software, environmental, health, and safety. This work will be complete June 2012. To date each contractor has been obligated $50,000. Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah is the contracting activity.
