CONTRACTS from the United States Department of Defense
Washington Group International, Denver, Colo.; CH2M Hill Global Services, Englewood, Colo.; URS/Berger JV, Washington, DC; Bechtel National, Frederick, Md.; DynCorp International, Fort Worth, Texas; and Readiness Management Support, Panama City, Fla., are being awarded an indefinite delivery/ indefinite quantity contract to provide commanders and/or any government agency a responsive force multiplier option to augment or relieve base operation support functions any where in the world. The Air Force Contract Augmentation Program III can provide global response to meet a wide range of support activities, focusing on temporary contingency skills and/resources to sustain military forces (e.g. disaster response, Global War on Terrorism, Military Operations Other Than War (MOOTW), humanitarian response, nation building, etc.), to include disaster recovery (natural disaster such as hurricane recovery) in any geographical theater of operations in minimal time. The capabilities under this contract are intended to provide planning and deployment support for the Air Force and Department of Defense component, any United States federal government agency operating in support of missions, which could include but are not limited to, National Command Authority, joint or combined United States military forces acting as part of in concert with United Nations, North Atlantic Treaty Organization, multinational force, or other organizations. Support can include a wide spectrum of single or multi-theater tasking to meet requirement within and outside the continental United States. AFCAP III is managed by the Air Force Program Executive Officer for Combat and Mission Support, in Washington, DC. The Air Force can issue tasks orders totaling up to the maximum $10 billion ceiling established for the AFCAP III Program, although actual requirements may necessitate less than the amount above. There is no pre-determined contract value for the individual contracts to be awarded; however, the minimum order amount for each contract awarded is $15,000. The actual contract value for each contract will be determined by the total value of all task orders against each contract, over the life of each contract (up to 10 years). The location of performance will be determined for each task order issued under the contract. At this time, $15,000 per contractor has been obligated. The ordering period will end September 2006. Solicitations began February 2005 and Negotiations were complete September 2005. The Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity.
BBNT Solutions L.L.C., Cambridge, Mass., was awarded on Nov. 7, 2005, a $9,535,345 cost-plus-fixed-fee contract for the autonomous global integrated language exploitation research effort. Work will be performed in Cambridge, Mass., and is expected to be completed by Oct. 31, 2010. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on March 18, 2005, and 21 bids were received. The Defense Advanced Research Project Agency, Arlington, Va., is the contracting activity (HR0011-06-C-0022).
Kellogg Brown & Root Services, Arlington, Va., was awarded on Nov. 4, 2005, a $15,000,000 modification to task order 0023 under a cost reimbursement, indefinite-delivery/indefinite-quantity emergency construction capabilities contract (N62470-04-D-4017) for disaster recovery efforts in response to the immediate aftermath of Hurricane Wilma for recovery activities and repair to the family housing units and continued hurricane relief efforts in South Florida and the Key West Florida region. Award of this modification brings the total task order amount to $19,500,000. Work will be performed in the South Florida and the Key West Florida region, and is expected to be completed by January 2006. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 59 proposals solicited, three offers received and award made on July 26, 2004._ _ The total contract amount is not to exceed $500,000,000, which includes the base period and four option years. The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity.
