Campaign Launched to Demand Resolution of Inquiry

A coalition of veterans' groups, peace groups, and political activist groups announced a campaign today to urge that the U.S. Congress launch a formal investigation into whether President Bush has committed impeachable offenses in connection with the Iraq war. The campaign focuses on evidence that recently emerged in a British memo containing minutes of a secret July 2002 meeting with British Prime Minister Tony Blair and his top national security officials.

House Kills First Vote on Iraq Withdrawal

The House of Representatives voted down a measure, by a 128 to 300 vote, that called on President Bush to devise a plan for a withdrawal from Iraq. It came in the form of an amendment to the $491 billion budget for the Pentagon that was passed on Wednesday night.
But the withdrawal amendment marks the first time that Congress has officially voted and debated legislation that deals with a withdrawal.

CONTRACTS from the United States Department of Defense
Raytheon Co., El Segundo, Calif., is being awarded a $14,550,000 cost-plus award-fee contract to provide for Research and Development under BAA entitled "Joint War fighting Space Demonstration 2 (JWS-D2), Advanced Responsive Tactically Effective Military Imaging Spectrometer (ARTEMIS) Sensor Payload. The ARTEMIS project under the JWS-D2 program is to develop a hyperspectral sensor suitable for integration on a spacecraft bus and interface to a data storage and processing system as part of a rapid development experiment. At this time, $225,000 of the funds has been obligated. This work will be complete by June 2008. Solicitation began December 2004 and negotiations were completed May 2005. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (FA9453-05-C-0220).
General Dynamics Electric Boat Division, Groton, Conn., is being awarded a $9,540,087 cost-plus-fixed-fee completion contract for research and development in support of the Defense Advanced Research Projects Agency (DARPA), Advanced Technology Office (ATO), external weapon stow and launch proposal. Contractor will develop and demonstrate an external weapon launch system that can stow, communicate with and deliver an unencapsulated MK 48 Advanced Capability torpedo from outside the pressure hull. Work will be performed in Groton, Conn., and is expected to be completed by November 2005. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised via Broad Agency Announcement 05-03, with 31 offers received. The Naval Undersea Warfare Center, Newport Division, Newport, R.I., is the contracting activity (N66604-05-C-3181).
Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded a $9,198,625 cost-plus-fixed-fee contract. This contract action provides for the Demonstration and Validation of Solid Rocket Motor Technologies suitable for development into an affordable Submarine Launched Intermediate Range Ballistic Missile via the conduct of prototype full-scale first and second stage static test firings. Work will be performed in Sunnyvale, Calif., and is expected to be completed by September 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured, with one offer received. The Navy's Strategic Systems Programs, Washington, D.C., is the contracting activity (N00030-05-C-0042).
General Dynamics Electric Boat Division, Groton, Conn., is being awarded a $6,292,997 cost-plus-fixed-fee completion contract for research and development in support of the Defense Advanced Research Projects Agency (DARPA), Advanced Technology Office (ATO), shaftless propulsion proposal. Contractor will develop and demonstrate a propulsive system that does not require a shaft to penetrate pressure hull. Work will be performed in Groton, Conn., and is expected to be completed by May 2005. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised via Broad Agency Announcement 05-03, with 31 offers received. The Naval Undersea Warfare Center, Newport Division, Newport, R.I., is the contracting activity (N66604-05-C-3180).
Electric Boat Corp., Groton, Conn., is being awarded a $5,136,420 cost-plus-fixed-fee modification to previously awarded contract (N00024-04-C-2100) for procurement of Consolidated Design Agent, Planning Yard, engineering and technical support for active nuclear submarines. This modification provides for Design Agent services for Operational Research platforms and special operation submarines with updated drawings and related data that document the ship's configuration. Contractor will also provide material required to support operational ship and shore support facility problem resolution and consolidation programs. Work will be performed in Groton, Conn. (79 percent); Quonset, R.I. (15 percent); Newport, R.I. (4 percent); Kings Bay, Ga. (2 percent), and is expected to be completed by May 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
