The Budapest Memorandum, 1994
Ukraine and Russia, along with Britain and the United States, signed the Budapest Memorandum, in which the three major powers guaranteed the territorial integrity of the former Soviet republic in exchange for Kiev giving up nuclear weapons.
Parts 3 and 4 of the agreement state:
"3. The three powers must refrain from economic coercion designed to subordinate Ukraine to their own interest.
"4. The three major powers reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine, if Ukraine should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used."
