Spørgsmaal og Svar angaaende Krigen

Indledning.
I omtrent 8 Aar har jeg stadig holdt Foredrag om Krig. Efter mange
af disse Foredrag har der været Diskussion. Jeg har ogsaa
ført utallige private Samtaler om dette Emne; og Erfaringen
har overbevist mig om, at Spørgsmaal og Svar er en meget
nyttig Form for Tankeudveksling. Derfor har det syntes mig Umagen
værd at samle nogle af de Spørgsmaal, som man har
stillet mig Gang paa Gang, og at nedskrive mit Svar paa dem,
skønt det ikke kan undgaas, at der ved denne Fremgangsmaade
kommer en Del Gentagelser.
Min Stilling til de Methoder, hvormed man skulde kunne skabe en
Verden fri fra Krig, er saa ofte blevet misforstaaet og forkert
fremstillet, at jeg føler mig tvunget til her ganske kort at
nævne de Forholdsregler, som synes mig nødvendige,
hvis Krigen skulde afskaffes. Disse Forholdsregler er:
1) At skabe og styrke Institutioner som den internationale Domstol,
Folkeforbundet o. l., og at rette sig efter deres
Afgørelser;
2) at fjerne eller prøve at fjerne Krigens Aarsager;
3) at arbejde for international Forstaaelse og internationalt
Sindelag;
4) at gøre Krig ulovlig;
5) at forkaste og opgive hele Krigsystemet. Ingen af disse
Forholdsregler er tilstrækkelig i og for sig; de er alle
nødvendige, hvis der skal skabes en varig Fred. Derfor
gælder det om at vinde den offentlige Mening for dem alle.
Derfor gælder det, tror jeg, om paa een Gang at arbejde
positivt og negativt. Ingen Plan, som ikke tager absolut Afstand
fra enhver Anvendelse af Krig, kan skabe den Begejstring og den
Offervillighed, som behøves i dette vor Tids største
moralske Korstog.
Derfor søger vi at skabe en offentlig Mening, som baade vil
gøre Krig ulovlig og forsage alt Militærvæsen,
og som paa samme Tid vil arbejde positivt paa at skabe
Institutioner, der kan fremme Verdensfreden.
